Overview of HHS Proposed Budget

SB 1 is the Senate’s proposed General Appropriation bill for the 2012-2013 biennium. The bill has proposed $49.4 billion dollars for Health and Human Services, a decrease of $16.1 billion from the 2010-2011 biennium. The $49.4 billion will be appropriated from the All Funds account, which includes both federal and state funding.
Of the $49.4 billion, $19.9 billion will be appropriated from the General Revenue and General Revenue-Dedicated Funds, fund accounts that are composed of state revenue. The GR and GR-Dedicated Funds appropriations decreased from the previous 2010-2011 biennium by 12% due to the proposed 10% rate reductions to Medicaid providers (cost savings to the state are $1.6 billion).
The first pie chart is the state’s budget under SB 1’s proposed budget, totaling approx. $160 billion.
The second pie chart is the estimated budget each HHS state agency submitted to the legislature, totaling approx. $89 billion.
The third pie chart is the proposed budget under SB 1 for each HHS state agency, totaling approx. 49 billion.
